“The phenomenological attempt to characterize a mode of engaged practice that underlies explicit, formally structured mental states has important implications for reflections on the mental lives of animals. It opens up the possibility that animals relate to the world not by means of formal states, such as belief and desire, but in terms of a kind of engaged practice of their own. On this view, a key difference between human beings and animals is that whereas human beings can always shift from engaged practice to such formally structured mental states as beliefs and desires—particularly when we seek to explain our actions to ourselves or others—animals (at least those not close to the human-animal boundary) can never break out of the mode of engaged practice” (Steiner, 8).
