Youth care in Sweden compared to the US state of California?

SiS’ mission is to help create good conditions for a life without violence, drugs and crime.
Responsible for compulsory care of children and young people with serious psychosocial problems according to the law LVU (law with special provisions on the care of young people), and adults with substance abuse problems.
Accepts young people who have been sentenced to closed youth care according to the law LSU (the Act on enforcement of closed youth care).
Young people who commit serious crimes when they are aged 15-17 are usually sentenced to closed youth care instead of prison.
Robbery, aggravated assault, murder, manslaughter, drug offenses and sexual offences.
5% state that they are connected to gang crime.
Fixed sentence, between 14 days and four years.
