QUESTION 8 (20 MARKS) A friend of yours, Zanele, wants to buy a second hand car from Tandeka and, knowing that you are an expert on the National Road Traffic Act, asks you to come along to give her some advice. The next day, you go along with Zanele to view the car. When you approach the car you notice that it do not have any headlamps, direction indicators or windscreen wipers. When you get into the car you notice that it does not have any seatbelts in the front or the back. You ask Tandeka about this and she informs you that her brother is a traffic officer and he gave her permission to remove the seatbelts. You also notice that t steering wheel has been replaced with a wrench. D20You then start the engine to take the car for a test drive and a thick cloud of smoke makes it impossible reverse the car. When the smoke lifts you reverse the car a take a drive around the block. At the first intersection you have difficulties in getting the car to stop. You are extremely nervous and take the car back to Tandeka’s house. After you’ve inspected the car, Zanele really wants your opinion on whether she should buy it. Please advice Zanele whether you believe that she should buy this car and, if not, why not.
